The Challenge

Women’s Pioneer Housing was seeking to determine the development potential of a key site it held at 227 Wood Lane in West London, with a view towards maximising affordable residential delivery and the creation of a new headquarters. We were instructed to provide strategic development advice.

The Solution

We identified and risk appraised the available delivery routes, with the client concluding that a development partner appointment, through an OJEU procurement process, would be the most appropriate approach  given the delivery of a new office for WPH. Such an approach would enable Women’s Pioneer Housing to take advantage of developer expertise while remaining heavily involved in design and planning processes, enabling it to achieve its objectives, maximise site value and minimise both cost and development risk.

We led the entire procurement process, including marketing the opportunity, drafting the OJEU procurement documentation as well as tailored scoring criteria and methodology, and management of the dialogue process with prospective partners.

The Result

HUB Residential was selected as preferred development partner, and we led the negotiation and completion of the development agreement in order to minimise risk for Women’s Pioneer Housing. Our planning and development teams are currently advising on a planning application for a co-living and affordable housing scheme on the site.
